RECOMMENDATION:                                                                                                                       

Approve resolution R2024-06-06 authorizing the Executive Director to execute the grants specified in Exhibit A of the resolution.                     

BACKGROUND:                                                                                                                                 

Board Policy 2.2 - Contract Authority, Procurement and Grants requires agency staff to present discretionary grant awards of $200,000 or more to the Board of Trustees for approval at the time of award.  Such awards must be approved in the agency budget prior to the Board’s approval of the grant agreement. 

DISCUSSION:                                                                                                                                      

UTA has been selected to receive the following grants:

Two grants from the United States Department of Transportation (USDOT) for Community Project Funding (Earmarks):

                      5600 West Westside Express - $3,500,000 (IPCS GRNT-0345)

                     Efficient On-Route Electric Bus Charging - $2,000,000 (IPCS GRNT-0267)

 

One grant from the Federal Transit Administration (FTA):

                     5338 Transit Oriented Development (TOD) Pilot Program grant for TOD FrontRunner Corridor, Market, Housing, and Economic Impact Analysis - $360,000 (IPCS GRNT-0360)

 

One grant from Congestion Mitigation & Air Quality (CMAQ) funds from the Metropolitan Planning Organization (MPO) Wasatch Front Regional Council (WFRC). These MPO funds are transferred from the Federal Highway Administration (FHWA) to FTA:

                     5600 West Westside Express - $2,000,000 (IPCS GRNT-0335)  

 

A detailed list of the grant awards is attached as Exhibit A to the resolution.

ALTERNATIVES:                                                                                                                                    

If the grants are not executed in a timely manner, reimbursement of project costs may be delayed.

FISCAL IMPACT:                                                                                                                                

All Projects in Exhibit A are accounted for in the  2024-2029 Capital Plan. All planned grant funding for 2024 is included in the Approved 2024 Capital Budget.
