RECOMMENDATION:
Approve and authorize the Executive Director to execute a Funding Agreement for Salt Lake School District Passes with the Salt Lake City Corporation for 2025-2026.

BACKGROUND:
On July 13, 2022, the UTA Board of Trustees approved partnership agreements with Salt Lake School District and the Salt Lake Education Foundation (the District and Foundation), and Salt Lake City Corporation. The partnership allowed the school district’s students, faculty, and staff to receive a regular transit pass for unlimited use on the UTA system. The total value of the original agreement was $379,000: the District and Foundation’s portion was $279,000 (22-F0280) and the Salt Lake City Corporation’s portion, through a Funding Agreement, was $100,000 (22-F0285).
Both agreements were extended for the 2023-2024 and 2024-2025 school years.
The extensions also increased the number of authorized users to include a “guardian pass.” The increased users added an additional 11,600 passes and increased the contract by $114,209 for a combined contract total of $493,209. The increase in cost was added to the Funding Agreement with Salt Lake City Corporation, where they paid $214,209 instead of $100,000.

DISCUSSION:
UTA Staff recommends approving a new agreement with the Salt Lake City Corporation to support the District and Foundation again by entering into a Funding Agreement with UTA for the 2025-2026 school year in the amount of $214,209.
The combined value of the Funding Agreement with Salt Lake City Corp. and the Education Pass Agreement with the District and Foundation, $510,358, was determined using a standard formula, which considers the number of authorized users, estimated usage, and the types of service expected to be utilized. The District and Foundation will pay $296,149 through agreement modification 22-F0280-3, scheduled to be presented to the Board of Trustees on July 23, 2025. The remainder of the agreement, $214,209, will be subsidized through this Funding Agreement with Salt Lake City Corporation.
