RECOMMENDATION:
Approve contract and authorize Executive Director to execute the Ski Bus Agreement with Sundance Mountain Resort

BACKGROUND:
Utah Transit Authority (“UTA”) and Sundance Mountain Resort (“Sundance”) have a longstanding relationship to promote the sustainability and growth of the Ski Bus Service, reduce congestion, and improve air quality. For over 20 years, Sundance and UTA have contracted to provide transit service for resort employees and season pass holders (“Authorized Users.”)
For the 2020-2021 ski season, Sundance and UTA entered into an agreement wherein pricing was based on pre-pandemic levels. Total revenue for the 2020-2021 Agreement was $7,300 and included a COVID-19 clause which stated if limited service was warranted, or if the contracted service was suspended, then the base purchase price of the Agreement would be adjusted on a weekly basis in accordance with the reduced rate of service.

DISCUSSION:
UTA will be partnering with Sundance on a Ski Bus Agreement for the 2021-22 ski season. Sundance has requested a return to a pay-per-trip model for the upcoming Ski Season whereby they will be invoiced each month based on the actual Ski Bus boarding counts of their Authorized Users during the preceding month.
Ridership will be determined based on data collected from UTA’s Electronic Fare Collection system (EFC) and Sundance will pay $4.00 per Authorized User boarding, which is a 20 percent discount of the current public ski fare of $5.00.
Sundance and UTA have agreed to revisit this methodology for the 2022-23 ski season.

ALTERNATIVES:
Do not approve the contract with Sundance Mountain Resort and forego revenue.

FISCAL IMPACT:
Revenue for the 2021-22 Ski Season is anticipated to be between $2,500-$4,200. This is based on ridership increasing between 50-150 percent from 2020-21 actual ridership. The pay-per-trip value in the 2020-21 Ski Season was $2,100:
