RECOMMENDATION:
Approve and authorize the Executive Director to execute the contract and associated disbursements with AECOM Technical Services, Inc. for Mt. Ogden Administration Building Design Services in the not-to-exceed amount of $1,149,397.

BACKGROUND:
The existing operations and administration building at Mt. Ogden was originally constructed in 1985. It is undersized and outdated. UTA hired a consultant to perform a concept planning study to explore options for a new building. The study was completed last year.
In November 2023, UTA released a request for qualifications (RFQU) for an Architectural Consultant Services Contract. The requested services included preparing plans and specifications for bidding and selecting a construction contractor, bidding support, and design support during construction.
Statements of qualifications were received from five firms. A selection team reviewed and scored the submittals and determined that AECOM was the most qualified to perform the work. A fair and reasonable price was negotiated with AECOM.

DISCUSSION:
This contract for AECOM provides for final design and construction consultation for the Mt. Ogden operations and administration building.

ALTERNATIVES:
Do not proceed with the project and continue to use existing undersized and outdated facilities.

FISCAL IMPACT:
This project is included in the Approved 2024-2028 Capital Plan. This contract adds $1,149,397 to the project. Sufficient funds remain in the project budget to cover the cost of this contract.
