Approve and authorize the executive director to execute the contract and associated disbursements with FFKR Architects in the amount of $288,275 for the Depot District CNG Fueling Bay Addition Design and a construction support option, to be exercised in UTA’s sole discretion, in the amount of $127,652 for a total contract value of $415,652                     

BACKGROUND:                                                                                                                                 

UTA was awarded a Low or No Emission Grant to add 25 compressed natural gas (CNG) buses to the fleet. These buses will be housed at the Central Depot District Garage and will operate on the 5600 West Bus Route. In order to support these buses, additional CNG fueling capacity is needed. The Depot District CNG fueling building was master-planned for expansion when it was built in 2015.

DISCUSSION:                                                                                                                                      

UTA issued a request for qualifications for an architecture & engineering firm to design an additional fueling bay equipped with a CNG dispenser and other ancillary equipment to be added to the existing Central Depot District Garage. FFKR Architects was selected through this procurement process. The contract includes the preparation of construction documents for the expansion with optional construction phase services.

ALTERNATIVES:                                                                                                                                    

UTA can choose to go with one of the other firms that bid on the project.  Not moving forward with the expansion of the CNG fueling building would negatively impact UTA’s ability to operate the new CNG buses.

FISCAL IMPACT:                                                                                                                                

The base contract has a Not to Exceed value of $288,275. There is an option for Construction Phase Services of $127,377, for a total contract value of $415,652 if option is exercised.

The funding for this project is coming from external sources including the Low-No grant, UDOT TTIF funding, and a Congestion Mitigation and Air Quality (CMAQ) grant. It is included in the 2024 Approved Capital Budget and 5-year Capital Plan (MSP260 - Westside Express).
