RECOMMENDATION:
Approve contract #24-03866 and authorize the Executive Director to execute the contract and associated disbursements with Wabtec Passenger Transit for Hydraulic Power Unit rebuild kits in the amount of $352,180.
BACKGROUND:
Hydraulic Power Units (HPUs) are the control units that allow for precise braking pressure applied to each of the axles on the S70 Light Rail vehicles. These HPU Kits are required to allow UTA to start rebuilding the S70 HPUs in-house due to excessive turnaround times for warranty repairs and lead-times for new units running 260-440days (1-2yrs). Rebuilding the HPUs in-house will also create significant cost savings for UTA.
DISCUSSION:
This is a contract between Utah Transit Authority (UTA) and Wabtec Passenger Transit to provide Ten (10) Hydraulic Power Unit (HPU) rebuild kits of inventory part number TT16457, and Ten (10) HPU rebuild kits of inventory part number TT16458 used on Siemens S70 Light Rail Vehicles. Purchasing these kits will allow UTA maintenance to begin rebuilding the HPUs in-house and greatly reduce the current rebuild lead-time from vendors of 1-2 years.
This will be a firm fixed price contract value of $352,180.00 to commence upon approval and will expire when goods have been delivered and accepted approximately December 15, 2025.
The budget for these rebuild repairs is included in the Light Rail Maintenance parts budget and are part of routine maintenance costs.

ALTERNATIVES:
Continue to have the HPUs rebuilt by a third-party vendor with lead-times of 1-2 years per kit.
FISCAL IMPACT:
Kits will be received into UTA inventory and then issued to 4300.50421.90 as needed when maintenance is ready to complete the rebuild for each vehicle. Budget for these rebuild repairs is included in the Light Rail Maintenance parts budget.
Proposed 2025 budget includes $352,180 as part of the Light Rail Maintenance parts budget. 4300.50421.90
