RECOMMENDATION:

Authorize the Executive Director to execute a Funding Agreement for Salt Lake School District Passes with the Salt Lake City Corporation.

BACKGROUND:

On July 13, 2022, the UTA Board of Trustees approved  partnership agreements with Salt Lake School District and the Salt Lake Education Foundation (District and Foundation), and Salt Lake City Corporation.  The agreement allowed the school district’s students, faculty, and staff to receive a regular transit pass for unlimited use on the UTA system. The total value of the original agreement was $379,000: the District and Foundation’s portion was $279,000 (22-F0280) and the Salt Lake City Corporation, through a funding agreement, was $100,000 (22-F0285). The original agreement was set to expire on July 31, 2023.

These agreements were extended for an additional year (August 1, 2023 through July 31, 2024). The extension also increased the number of authorized users to include a “guardian pass.”  The new agreement allows one pass per student-household for use by a student’s guardian.  The increased users added an additional 11,600 passes and increased the contract by $114,209 for a combined contract total of $493,209.  The increase in cost was added to the Funding Agreement with Salt Lake City Corporation, where they paid $214,209 instead of $100,000.

Salt Lake City Corporation will support the District and the Foundation again by entering into a Funding Agreement with Utah Transit Authority for the 2024-2025 school year in the amount of $214,209.  The details of the agreement between UTA and the District and the Foundation can be found in contract number 22-F0280-2.

The total value of the Education Pass Agreements is $493,209. The District and the Foundation will pay $279,000 through contract 22-F0280-2. The remainder of the agreement ($214,209) will be subsidized through this Funding Agreement with Salt Lake City Corporation.
