RECOMMENDATION:
Approve task order #24-001 (2024 Key Personnel) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute task order and associated disbursements in the not to exceed amount of $819,166.

BACKGROUND:
In March of 2021, UTA executed contract 20-03382VW with Rocky Mountain Systems Services (RMSS) for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on February 24, 2021, and it was fully executed on March 2, 2021. On November 18, 2022, UTA executed change order #23-001 to exercise the two, one-year term options, ending on December 31, 2025. The original contract value was estimated at $15,000,000. On April 12, 2023, the UTA Board of Trustees approved an increase of the estimated contract value to $30,000,000.
Typical task orders under this contract include:
- Support for rail and maintenance of way systems
- Upgrades, repairs, analysis, and training of train control systems
- Monitoring and analysis of stray current
- Repair, maintenance, and training of overhead contact systems and traction power substations
- Inspection, connection, repair, of traffic signals

DISCUSSION:
UTA has scoped the services of three full-time contract employees (Contract rates include insurance):
Project Manager $179.72 hr.
Assists UTA with contracts, schedules, budgets, cost estimating, contractor resource management and scheduling, and other project management duties as required.
Project Engineer, PE $154.97 hr.
Supports the project manager and act as a subject matter expert for transit system design, installation, testing, interfacing, and integration efforts. Provides troubleshooting for transit systems, subsystems, components, and communication systems.
Field Engineer, FE $130.23 hr.
Supports the project manager, project engineer, and UTA Systems Engineering/MOW. Acts as subject matter expert in the field for troubleshooting transit systems issues, leading maintenance, and upgrading systems.
*Special note, this task order will expire on October 31, 2024, before which point, a new on-call contract will be established, and Key Personnel will be resubmitted under a new contract.
