RECOMMENDATION:
Approve Resolution R2023-12-07 to authorize the extension of free fares on the UVX line through August 2024
BACKGROUND:
The Utah Public Transit District Act and Board Policy 4.1-Fares provide the Board the authority to set base fares, approve discounts to fares, and approve new or modified fare media for transit services. The collection of fares helps to fund the operation and maintenance costs of service.
On November 10, 2021, the Board of the Authority approved Resolution R2021-11-02 which adopted free fares on the UVX system through December 31, 2023 while UTA prepared for a new fare system.
DISCUSSION:
Staff are recommending extending free fare on UVX through August change day 2024 which is currently slated for August 14 while UTA staff prepare to implement fare on this service.
Over the next nine months, UTA staff will prepare the public as well as internal UTA operations and customer service to implement fare on the UVX line beginning in August 2024. This will include collaboration across UTA departments to gather feedback from stakeholders; perform a Title VI analysis, including public hearings to receive input from the community; communicate upcoming changes and educate customers on how to pay fare on UVX; implement and update fare enforcement procedures; and educate UTA employees with information to support and serve the riding public.
The proposed resolution would authorize the extension of free fares for the UVX bus rapid transit line through August change day 2024 while the Authority prepares to activate fare collection on UVX as outlined above.
ALTERNATIVES:
Do not approve the resolution and implement a fare collection system on the UVX Bus Rapid Transit line.
FISCAL IMPACT:
Foregone revenue is estimated to be about $67,500 per month.
