RECOMMENDATION:

Recommend the Board adopt resolution R2024-07-03 modifying the Authority’s organizational structure.

BACKGROUND:

The Utah Public Transit District Act empowers the Board to “hire, set salaries, and develop performance targets and evaluations for the Executive Director (ED) and all chief level offices” (Utah Code § 17B-2a-808.1(2)(j)). Board Policy 1.3(III)(C)(1)(b) empowers the Board of the Authority to appoint and hire other officers, assistants, or deputies the Board considers necessary. The Board of Trustees last established an organizational structure in June 2023 with Resolution R2023-06-03The Executive Director is recommending a structure adjustment to improve the effective administration of the Authority through establishment of the new position of Chief of Staff to the Executive Director

 

DISCUSSION:

It is recommended UTA modify the organizational structure to add a Chief of Staff to the Executive Director to UTA’s executive team.  This position will provide support to the Executive Director in areas of initiative management, executive leadership coordination, organizational oversight and improvement, and administrative support.  This position will also be the primary delegate for the ED.  By adding this position, the ED can focus on strategic plan alignment, internal/external communications, regional strategic engagement, and government relations directional support. Reduction of administrative workload will result in increased collaboration with Trustees and improve decision making across chief offices.

 This request will require a separate Technical Budget Adjustment (TBA) that will be included as an additional agenda item at this meeting.  The TBA will propose adding one full-time employee (FTE) and moving $108,000 in the 2024 budget from the Operating Budget Contingency to the Executive Director’s budget to fund the position for the remainder of the year.

ALTERNATIVES:

Continue under the current organizational structure.

FISCAL IMPACT:

This organizational structure change will be accomplished by processing a Technical Budget Adjustment to add one FTE and moves $108,000 in 2024 budget authority from the Operating Budget Contingency to the Executive Director’s budget.

This TBA will not increase the 2024 Operating Budget and will not impact Operating Fund balances. The TBA will be a separate agenda item covered in this meeting.
