RECOMMENDATION:
Approve Resolution R2022-12-02 authorizing execution by the Executive Director and/or his Designee of the AoPP grant agreement that is being developed in the Federal Transit Administration Awards Management System (TrAMS) for the Paratransit Forward Study.

BACKGROUND:
The U.S. Department of Transportation published a notice of funding opportunity for the AoPP Grant Program on June 30, 2021. Activities eligible for funding under AoPP grants include planning, engineering, or development of technical or financing plans for projects that assist areas of persistent poverty. UTA submitted a grant application on August 30, 2021 for the Paratransit Forward Study.

DISCUSSION:
The Federal Transit Administration selected UTA to receive an award amount of $385,584 for the Paratransit Forward Study on June 23, 2022. The match amount, which totals $55,000, will be provided in-kind by the University of Utah and VIA Transportation.
UTA has identified 61 census tracts that meet the criteria of a persistent poverty community. The UTA paratransit service area overlaps with multiple of these communities and environmental justice communities.
The study will fully assess the impacts of paratransit services on Environmental Justice populations by developing a broad approach to data gathering and utilization in providing these transit services. A survey and subsequent planning will be conducted to identify and address any potential disparities between the community and those accessing paratransit services.

ALTERNATIVES:
If this grant is not executed, implementation of the project will be delayed.

FISCAL IMPACT:
The award amount will be $385,584. The minimum Federal share of project costs is 90 percent.
Project Partners have agreed to contribute a total of $55,000 (12.5% of total) in-kind Project Funds in the following shares:
a. University: $35,000
b. VIA Transportation: $20,000
