RECOMMENDATION:
Approve and authorize the Executive Director to execute Purchase Order 17794 under Utah State contract MA4744 for above ground storage tanks product line replacement with Spackman Enterprises LLC in the amount of $294,865.

BACKGROUND:
In 2022, the legislature passed a law regulating above ground petroleum storage tanks (APST) with underground product lines. The Riverside Service Center is subject to this regulation and required to make improvements to meet the updated requirements.

DISCUSSION:
UTA staff are requesting approval of Purchase Order 17794 with Spackman Enterprises LLC to replace the underground product lines. The new lines will be compliant with current regulations and replace lines that are past their useful life.

ALTERNATIVES
Discontinue use of the lines and find an alternative to convey oil and products from the above ground storage tanks to the building for use in vehicles.

FISCAL IMPACT:
The 2026 amount is included in the 2026 capital project budget for FMA702 ($320,000).
