RECOMMENDATION:
Approve the Funding Agreement Regarding Orange Street End-of-Line Construction Project and authorize UTA’s Executive Director to execute the agreement and associated disbursements with Salt Lake City Corporation in the amount of $1,000,000

BACKGROUND:
In 2019 UTA partnered with Salt Lake City Corporation (SLC) to implement the Salt Lake City Transit Master Plan which includes deploying a frequent transit network, developing pilot programs and partnerships for employer shuttles and on-demand shared ride services, developing enhanced bus corridors, and implementing a variety of transit-supportive programs and transit access improvements that overcome barriers to using transit. As part of these efforts, UTA and SLC identified the need for new an End-of-Line (EOL) facility to support the ongoing operations of routes 1, 205, and the UTA On-Demand Salt Lake City Westside microtransit service. A vacant lot owned by SLC located on Orange Street between 400 and 500 South in SLC was identified to develop the new Orange Street EOL facility (Project) which will service the public interest by providing increased public transit access and improved electric vehicle infrastructure to reduce vehicle emissions.

DISCUSSION:
UTA has partnered with SLC in the planning and design of the Project which includes bus layover space, a bus loop for turn-around, operator restrooms, UTA On-Demand vehicle storage, and charging infrastructure for both UTA electric busses and on-demand electric vehicles. UTA and SLC have also agreed to both provide funding to facilitate the construction of the Project which is approximately $2,100,000. UTA will contribute $1,000,000 and SLC will contribute the remaining $1,100,000. Other expenses for charging infrastructure and security equipment will be provided by UTA and are estimated at about $515,000.
UTA and SLC staff will provide an overview and discuss the Project with the UTA Board of Trustees.

ALTERNATIVES:
UTA and SLC have been collaborating on design and construction efforts for the Project. Construction on the Project has begun in summer 2022 and is approximately 65% complete. SLC has made a good faith effort to advance the Project prior to UTA funds being available.

FISCAL IMPACT:
• Capital construction expenses (funding agreement): $1,000,000
• Other capital construction expenses:
o Overhead bus charger: $360,000
o UTA On-Demand chargers: $95,000
o Estimated expenses for fiber optics and security cameras: $160,000
• Estimated annual UTA operating and maintenance expenses: $102,000
