BACKGROUND:
UTA will implement a Change Day in August to align service and changes to the system. UTA’s Title VI Policy requires an analysis and public engagement process in compliance with FTA’s Title VI Circular when “major service changes” are proposed.

DISCUSSION:
UTA’s Planning and Engagement staff will present to the Local Advisory Council information regarding August’s “Change Day.”
Due to a loss of ridership caused by the relocation of a major destination on the route, UTA suspended service on route 606. Because this service is no longer needed, UTA will discontinue it permanently.
UTA is not implementing any other major service changes for August 2024 due to staffing constraints.
However, because three routes had previously been reduced and were not restored, UTA conducted a Title VI analysis on those routes (39, 201, and 218). The routes will remain at current service levels but will be prioritized for increased service as resources allow. The updated Five-Year Service Plan 2025-2029 reprioritization will occur later this year to ensure planned changes for 2025 are adjusted accordingly and aligned with the strategic staffing plan.
Public engagement was conducted from February 28 to March 29 to collect feedback on these proposed changes. The process included online information, comment opportunities, phone and email-accessible commenting, a virtual public meeting, and a communication plan to highlight proposed changes and encourage public participation.

No alternatives are proposed.

FISCAL IMPACT:
Proposed Service changes: No fiscal impact from routes that are not changing; slight decrease in hours due to discontinuation of route 606.
