RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute a funding agreement and associated disbursements between UTA, the Redevelopment Agency of Salt Lake City, Salt Lake City, and the Utah Department of Transportation (Project Partners) in the amount of $500,000 for critical connections study.                      

BACKGROUND:                                                                                                                                 

The USDOT published a notice of funding opportunity for the Reconnecting Communities Grant Program on June 30, 2022. This planning grant program funds planning projects that reconnect communities by removing, retrofitting, or mitigating transportation facilities that create barriers to community connectivity, including to mobility, access, or economic development. Salt Lake City submitted a grant application in September 2022 for the Project. Salt Lake City was selected on February 28, 2023, to receive funding under this program. Salt Lake City is not an eligible recipient of USDOT funds. Therefore, the funds will be awarded to UDOT as an eligible recipient; however, the Project will be managed by Salt Lake City. The agreement will allow transfer of UTA’s match of $500,000 to UDOT for the Project.

DISCUSSION:                                                                                                                                      

The USDOT selected Salt Lake City to receive an award amount of $1,970,000 for the Critical Connections: Healing Salt Lake City’s East-West Divide project on February 28, 2023. Project Partners include UTA, the Redevelopment Agency of Salt Lake City, Salt Lake City, and the Utah Department of Transportation.

The aim of the Project is to better understand the nature of the East-West divide and then co-create an infrastructure solution or program of solutions for further consideration and/or implementation by the Project Partners.


The Project Partners, through this agreement, will pay UDOT $1,770,000 for costs authorized under the agreement as follows:

a.                     Utah Transit Authority: $500,000

b.                     Salt Lake City Corporation: $1,245,000

c.                     Salt Lake City RDA: $25,000

ALTERNATIVES:                                                                                                                                    

If this funding agreement is not executed, barriers to community connections will remain in place longer and improved connections to mobility and UTA’s system will be delayed.

FISCAL IMPACT:                                                                                                                                

UTA’s 5-year capital budget includes the Reconnecting Communities Study for $500,000 in MSP248-Planning and Environmental Analysis.
