RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute Service Order 9 of Contract 20-03399 and associated disbursements with River North Transit, LLC (DBA Via) in the not-to-exceed amount of $3,463,509 for the new North Utah County Microtransit Zone.                       

BACKGROUND:                                                                                                                                 

Microtransit, branded as UTA On Demand, has emerged as an effective coverage solution that complements fixed route bus and train service. UTA has contracted with River North Transit, LLC (Via) through a five-year Master Services Agreement (MSA) to expand microtransit services and programs (UTA Contract 20-03399).

This contract was originally approved by UTA’s Board of Trustees on August 25, 2021. The original MSA was approved as a zero-dollar contract, but with a Board-approved estimated maximum MSA value of $32,761,486.  The estimated maximum contract value has increased as service order not-to-exceed (NTE) values increased beyond the original approved estimate.  Most recently, the estimated MSA maximum contract value was approved on December 18, 2024, for $65,647,075.

A series of service orders have been issued on the MSA over time as follows:

1.                     Add SLC Westside zone

2.                     Renew Southern Salt Lake County zone

3.                     Add South Davis County zone

4.                     Renew Software as a Service for Tooele County zone

5.                     Renew Southern Salt Lake County and South Davis County zones

6.                     Model microtransit simulation zones for a planning study

7.                     One-time vehicle enhancements including Utah license plates and video cameras

8.                     Add West Provo Orem zone

 

The proposed 9th service order would add a new North Utah County microtransit service area (Zone #583), as identified in UTA’s Long-Range and Five-Year Service Plans.

DISCUSSION:                                                                                                                                      

This service is 100% funded by the Utah Department of Transportation (UDOT) and Utah County through forthcoming Master Transit Agreements.

 

On March 11, 2026, the Board of Trustees authorized the resolution amending 2026-2030 5-Year Capital Plan (R2026-03-03) and the 2026 Operating Budget (R2026-03-04).  These resolutions permitted the operating budget and capital plan spending the authority needed for the agreement.

 

This 9th service order bridges a procurement transition and provides UTA On Demand service from August 16, 2026, to June 30, 2027. This 11-month term aligns with the current Via MSA and includes a six-month extension to ensure service continuity while a new agreement is finalized for 2027.

 

Microtransit service complements fixed-route transit by offering additional mobility options and covering transit gaps within communities. The UTA On Demand app prioritizes bus and train trips when they are the faster and more convenient option. Notably, this microtransit zone will be the first area launched with distance caps to optimize the service.

 

Innovative Mobility Solutions will submit annual service orders per the 5-Year Service Plan for additional hours and vehicles as needed.

If UTA were to determine not to support microtransit service in the future, UTA will develop a transition plan and updates to the Five-Year Service Plan to support any associated changes.

FISCAL IMPACT:                                                                                                                                

This service is 100% funded by Utah County and UDOT through forthcoming Master Transit Agreements. While UTA contracts directly with Via for operations, the partners reimburse UTA monthly for all actual costs plus an operations support fee.
