RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute the contract and associated disbursements with X-Factor Strategic Communications, LLC in the amount of $277,000 to create an equity index for route restoration and future planning.                       

BACKGROUND:                                                                                                                                 

UTA received a grant through the Federal Transit Administration in accordance with the Federal Rescue Plan Act of 2021 funding under the Route Restoration Program. With this funding, a Route Restoration and Equity Index study has been created to address service restoration as well as on-going equitable route planning.

While much of our service has been restored after the pandemic based on current operation capacity, the creation of an equity index tool will assist UTA in analyzing current route options and how they are meeting the needs of existing populations. These objectives align with UTA’s long-term service plans and will be used as a tool to ensure marginalized communities continue to receive needed transit services even as areas around new transit stations attract more costly mixed-use and transit-oriented development.

DISCUSSION:                                                                                                                                      

Per the restrictions of the grant and contract, the study will be completed within a year of its kickoff and contract start date. The scope of services will include public outreach and community engagement and route restoration models and an equity index development.

The primary goal of this study will be to create a robust community engagement plan through public outreach which will inform the equity index development that UTA will use to balance the planning of service areas where there is transit dependency and to areas where transit propensity is higher.
