RECOMMENDATION:
Ratify and authorize executive director to enter a Trolley Bus Service Agreement with Layton City Corporation

BACKGROUND:
Since 2020, the City of Layton (City) and Utah Transit Authority (UTA) have partnered through a bus service agreement to provide Trolley service between the Layton and Clearfield Frontrunner Stations. The City funded twenty-five (25) percent of the operating cost of the service for the “Midtown Trolley Service” (Route 628), and UTA did not charge the customers a fare.
Although the contract was effective in January, we are now bringing this to the board for approval and ratification of past performance of this contract. Both UTA and the City desire to continue to offer this shuttle service at no fare to the customer in 2024.

DISCUSSION:
UTA will enter a one-year Bus Service Agreement with Layton City Corporation. This action will allow UTA to continue to serve the riders of the Route 628 at no fare. The value of this agreement is $206,900 and is intended to offset revenue not collected in fares.
