RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute Task Order 26-011 and associated disbursements on contract 24-03814 with Rocky Mountain Systems Services (RMSS) in the amount of $1,266,306 to install Phase One consisting of 10 new Power Control Cabinets (PCC) on station platforms.                      

BACKGROUND:                                                                                                                                 

UTA executed contract 24-03814 with Rocky Mountain Systems Services (RMSS) for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on June 12, 2024, and it was fully executed on June 14, 2024. The original contract value is not to exceed $40,000,000

Typical task orders under this contract include:

                     Support for rail and maintenance of way systems

                     Upgrades, repairs, analysis, and training of train control systems

                     Repair, maintenance, and training in overhead contact systems and traction power substations

DISCUSSION:                                                                                                                                      

Due to the age and condition of the existing Power Control Cabinets (PCCs) located on station platforms, Utah Transit Authority has determined that replacement of the PCC cabinets is necessary. This effort includes the replacement of the PCC cabinets and associated equipment required to support safe, reliable, and maintainable operations. Following the successful completion of the Arena Pilot Project PCC replacement, the scope and requirements for addressing the remaining 24 PCC locations have been established.

Utah Transit Authority (UTA) has procured twenty-four (24) new PCC for this project. This Phase One task order will install 10 of the 24. The remainder will be installed with a future task order.

The Contractor shall be responsible for the complete buildout, assembly, and preparation of these PCC cabinets in accordance with the approved Arena Pilot Project PCC cabinet design.

The pilot cabinet configuration shall serve as the standard for this effort.

This will include:

                     Materials - The Arena PCC Project has been completed, the design and materials have been approved by UTA, this will be used for the PCCs.

                     Electrical Equipment and Wiring - The PCC cabinet will have all electrical components and wiring installed prior to transporting to location for installation. This will allow for quick connections to platform utilities.

                     Installation for Fiber Optics in PCC - Fiber distribution panels will be terminated and installed in the same method as the Arena PCC Pilot.

                     Civil Work - RMSS or its contractor will expand/lay appropriate size foundations to accommodate the size of the new PCC cabinet.

ALTERNATIVES                                                                                                                                  

Disapprove task order. The Power Control Cabinets would remain in a sub-optimal state, and their limited dimensions will prevent any future expansion of network or power equipment. 

FISCAL IMPACT:

The 2025-2029 Five Year Capital Plan includes $1,266,306 for the PCC Construction & Install, work is anticipated to occur in 2026 under the PCC Replacement Project (SGR412).

The overall not-to-exceed value for this contract is $40,000,000 if both option years are exercised.
