Approve Resolution R2026-06-02 to authorize the execution of Addendum 10 to the Salt Lake City Transit Master Plan Interlocal Agreement for the 2026-2027 Frequent Transit Network (FTN) Routes.                        

BACKGROUND:                                                                                                                                 

The Utah Interlocal Cooperation Act (Utah Code § 11-13-101, et seq.) empowers local governmental units to cooperate via agreement in a variety of areas via an Interlocal Cooperation Agreement (“ILA”). Legal counsel for each agency must review the proposed ILA for compliance with the law (Utah Code § 11-13-202.5(3)). Further, the ILA must be approved by the governing body of the agency or political subdivision, such as the UTA Board of Trustees (Utah Code 11-13-202.5(1)). The Utah Public Transit District Act empowers the UTA Board of Trustees with the authority to approve an ILA (Utah Code § 17B-2a-808.1(2)(d)).

On March 6, 2019, Salt Lake City and UTA entered into an Interlocal Agreement to implement sponsored service for the Salt Lake City Transit Master plan. This ILA was approved by UTA’s Board of Trustees in Resolution R2019-02-02. Several addenda (9 total) have been adopted which mobilize and specify the specific costs of service for each year. Addendum 10 provides the agreement between Salt Lake City and UTA for cost of service for FTN routes 1, 2, 9, 21 and paratransit service for July 2026 - June 2027. As of August 2019, additional service on Routes 1, 2, 9, and 21 have been successfully in operation and resulted in significant ridership increase.

DISCUSSION:                                                                                                                                      

The Board of Trustees is being asked to consider a resolution that authorizes the Executive Director to execute the following:

Addendum 10 - The proposed addendum cost of the sponsored service for FTN routes 1, 2, 9, 21 and paratransit service for July 2026 - June 2027 is $6,219,932.67 as identified in the Cost Calculator Worksheet (Attachment F).

Addendum 10 will be approved by the Salt Lake City Council in June 2026.

ALTERNATIVES:

Do not approve Addendum No. 10 to the Interlocal Cooperation Agreement and forego Salt Lake City funding of additional service on Routes 1,2,9, and 21.

FISCAL IMPACT:

If Addendum 10 is approved, UTA will receive $6,219,933 in revenue from Salt Lake City which will be offset by the additional costs incurred by UTA to provide this service.
