RECOMMENDATION:
Adopt UTA.01.06 - Title VI Compliance Policy and rescind Corporate Policy 1.1.28 - Title VI Compliance

BACKGROUND:
The Civil Rights Act of 1964’s sixth title prohibits discrimination on the basis of race, color, and national origin in the delivery of federally funded programs and services. Pursuant to Title VI, the Federal Transit Administration (FTA) produced FTA Circular 4702.1B which elaborates on transit specific requirements and activities that ensure Title VI is complied with. UTA has adopted internal policies to conform with these requirements.

DISCUSSION:
To conform with new UTA Policy structure and number, the Civil Rights Department has revised Corporate Policy 1.1.28 to create this new UTA Policy. Staff has also made moderate changes to existing language including the addition of definitions, clarification of some portions of policy to codify practices, incorporating new considerations that did not exist during previous iterations, and minor changes to improve clarity.

ALTERNATIVES:
If UTA.01.06 - Title VI Compliance Policy is not adopted, Corporate Policy 1.1.28 - Title VI Compliance will remain in effect.
