RECOMMENDATION:

Approve and authorize the Executive Director to execute Education Pass Agreement Modification One (1) with the Salt Lake School District and Salt Lake Education Foundation.

BACKGROUND:

On July 12, 2023, the Fares Team lead a discussion with the UTA Board of Trustees on the Authority’s partnership with the Salt Lake School District and Education Foundation (District and Foundation), and the City of Salt Lake, wherein students, faculty, and staff receive a regular transit pass for unlimited use on the UTA system (24,400 authorized users). The total value of the agreement, which was approved by the board on July 13, 2022, is $379,000: the District and Foundation’s portion is $279,000 (22-F0280) and the City of Salt Lake, through a funding agreement, is $100,000 (22-F0285). This agreement will expire on July 31, 2023.

In the spirit of partnership, UTA will extend the Education Pass Agreement (22-F0280) for one (1) additional year through July 31, 2024. The District and Foundation will increase their authorized users to include one pass per student household for use by a student’s guardian, in addition to students, faculty, and staff. The total authorized users will be 36,000. The value of the District and Foundation’s Ed Pass Agreement Modification 1 is $279,000 (22-F0280-1).

Note: The City of Salt Lake, through a funding agreement (23-F0355), will contribute an additional $214,209 to be used to provide transit passes to the district. This Funding Agreement will be presented to the Board of Trustees for approval.
