RECOMMENDATION:
Approve award and authorize the Executive Director to execute the contract and associated disbursements with Merak North America LLC. to overhaul the HVAC units on the light rail vehicles for a total of $1,598,000.
BACKGROUND:
As part of the Light Rail Overhaul Program, the HVAC units on the light rail vehicles need to be overhauled. The contract would overhaul 2 HVAC units on each of the forty SD100 and SD160 light rail vehicles.
DISCUSSION:
UTA conducted a full and open competition using an Invitation for Bids (IFB). The winning bidder was Merak North America, LLC (Merak). Merak will provide the parts and labor to overhaul the HVAC units and all overhaul work will be performed at the Contractors’ facility. UTA will be responsible for the removal and the reinstallation of the units.
The contract would be effective through 12/8/2023. The funding is covered by the Light Rail Overhaul program budget. The price is fixed at $1,598,000.

ALTERNATIVES:
If we do not overhaul the HVAC units on the light rail vehicles, they will not operate as intended which will cause significant customer complaints and service delays.
FISCAL IMPACT:
This budget for this work is included in the 2021-2025 Capital Program
