Approve Resolution CR2026-09-03 establishing the Rules of Order as proposed.                      

BACKGROUND:                                                                                                                                 

As it currently stands, the UTA Transit Commission does not have codified rules of order.  During the August 2026 meeting of the UTA Transit Commission, Commissioners expressed a desire that a set of rules of order be created to help the Commission conduct meetings.

DISCUSSION:                                                                                                                                      

Assistant Attorney General Tim Merrill prepared a revised, pared down version of Robert’s Rules of Order for use by the Commission to efficiently conduct meetings. Previous governance structures of the agency did not use a formalized set of rules of order, however, the larger Transit Commission may need a basic set of rules to ensure meetings are run efficiently and clearly. These simplified rules are created to guide the Commission in its meetings.

ALTERNATIVES:

The Commission can choose not to adopt these rules and use the informal procedure used at the last two meetings of the Commission.
