BACKGROUND:                                                                                                                                 

The Public Transit District Act and UTA Board Policy state that the Board of Trustees will set fare rates after consultation with the Local Advisory Council (LAC). Statute and Policy also indicate that contracts or discounts to the set fares are to be approved by the Board of Trustees. In preparation for future LAC opportunities to consult on setting fares, UTA staff seek to orient the Local Advisory Council on various facets of the fares program.  Transit pass programs and agreements will be discussed in this presentation.  

DISCUSSION:                                                                                                                                      

UTA offers transit pass programs to schools, employers, non-profits, and event organizers.  These programs support increasing ridership and delivering access to UTA’s system.  With more people able to use transit, particularly through partnerships with schools, employers, and event organizers, these contracts help reduce traffic congestion, which lowers societal costs related to emissions, fuel consumption, and roadway maintenance.

Fare contracts accounted for 51.5% of passenger revenue in 2024, generating approximately $16 million.
