RECOMMENDATION:
Approve task order #24-003 (2024 General Engineering and Maintenance) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute task order and associated disbursements in the not to exceed amount of $300,000.

BACKGROUND:
In March of 2021, UTA executed contract 20-03382VW with Rocky Mountain Systems Services (RMSS) for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on February 24, 2021, and it was fully executed on March 2, 2021. On November 18, 2022, UTA executed change order #23-001 to exercise the two, one-year term options, ending on December 31, 2025. The original contract value was estimated at $15,000,000. On April 12, 2023, the UTA Board of Trustees approved an increase of the estimated contract value to $30,000,000.
Typical task orders under this contract include:
• Support for rail and maintenance of way systems
• Upgrades, repairs, analysis, and training of train control systems
• Monitoring and analysis of stray current
• Repair, maintenance, and training of overhead contact systems and traction power substations
• Inspection, connection, repair, of traffic signals

DISCUSSION:
This task is for Systems Engineering and/or Maintenance Support on State of Good of Repair projects including:
• SGR-397: Traction Power Substation Replacement
• SGR-398: Overhead Catenary System
• SGR-403: Train Control Rehab and Replacement
• SGR-404: Rail Switches and Trackwork Controls
• SGR-410: Fiber Rehab and Replacement
• SGR-047: Stray Current
Examples of the Scope of work to be completed under this task include:
Train Control System Services:
• Design, material procurement, installation, testing, integration, and final commissioning for train control systems and components as required by UTA to support capital projects.
• Software development, modifications, and simulation.
• Vital and non-vital communication troubleshooting, routine and emergency maintenance, and upgrades.
• Installation and repairs of light rail and commuter rail switch heaters.
Overhead Catenary System Services:
• Infrastructure repairs, upgrades, preventative/routine maintenance and/or emergency services.
Traction Power Substation Infrastructure Services:
• Upgrade systems as determined by UTA, including material procurement, wire installation, equipment replacement and troubleshooting, communication configuration and installation, integration with UTA’s Supervisory Control and Data Acquisition (SCADA) control system
• Infrastructure repairs, minor upgrades, preventative/routine maintenance and/or emergency services.
Signal and Grade Crossing Support:
• Assist with UTA and non-UTA design and construction projects including projects that interface and/or foul UTA facilities and require grade crossings and/or train control systems be taken in and out of service to support such projects during construction.
UTA-Owned Utility Locating Services:
• Locate buried utilities for projects that interface with or are near UTA owned facilities that do not show up on Blue Stakes of Utah.
Utility Interference Monitoring and Mitigation Services:
• Provide UTA with data logging, monitoring, reporting, analysis, and recommendations for instances where UTA equipment may receive interference and in some cases damage to their equipment from third-party utilities.
Training and Materials:
• Provide training materials and curriculum including in-person and on-the-job training to UTA personnel as determined by UTA Systems Engineering and Maintenance of Way.
*Special note, this task order will expire on October 31, 2024, before which point, a new on-call contract will be established, and General Engineering services will be resubmitted under a new contract.

ALTERNATIVES:
Disapprove task order. This would prevent UTA from receiving the on-call support needed and leave RMSS without the necessary time and materials to carry out general system maintenance activities.

FISCAL IMPACT:
Funding for this task order is included in the 2024 Capital budget.
