RECOMMENDATION:
Informational report for discussion

BACKGROUND:
Utah’s Public Transit District Act requires all contracts valued at $250,000 or greater be approved by the UTA Board of Trustees. This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects. Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:
• Mt. Ogden Administration Building Construction
The Capital Design and Construction Department is seeking a contractor to construct a new administration building on the UTA Mt. Ogden Campus.
The work consists of partial demolition of two of the existing bus canopies, construction of additional bus parking and canopy west of the existing bus parking, construction of a new administration building, landscaping, employee parking, and utilities to serve the new building and canopy.
This procurement will be conducted as a Request for Proposal (RFP), where technical criteria will be evaluated and scored in addition to price. Construction will start in 2026 and be completed before the end of 2028. Funding for this project is included in the 2025 approved Capital Projects budget for Project MSP258 - Mt. Ogden Administration Building.

• Consultant Services For Long Range Transit Plan
The Planning and Engagement Department is seeking a consultant to lead the development of the 2027-2055 Long-Range Transit Plan (LRTP), which will guide major transit investments over the next three decades. This plan is needed to evaluate current and future transit needs, incorporate extensive public and stakeholder input, reassess and prioritize projects, and ensure that UTA’s long-term vision aligns with regional growth, funding realities, and federal/state planning requirements.
The selected consultant will draft, finalize, and package the LRTP, support review and adoption by UTA leadership and regional partners, and deliver all final data, maps, and documentation for UTA’s long-term use.
The term of this contract will be two years with the LRTP due from the consultant by July 2026. This procurement will be conducted as a Request for Proposal (RFP), and funding for this project is included in the approved 2026 Operating Expense budget.
