RECOMMENDATION:
Adopt Resolution R2024-12-03 to approve the Authority’s 10-Year Capital Plan (2024-2033) as presented.
BACKGROUND:
The 10-Year Capital Plan (10YCP) is a collection of all UTA capital projects and estimated expenditures over the next 10 years, with the primary purpose of preparing for the 5-Year Capital Plan (5YCP) and facilitating internal UTA coordination. Years 2024-2028 match the currently adopted 5YCP and are fiscally constrained. Years 2029-2033 are fiscally unconstrained. The 10YCP is not required by statute, nor is it required by policy. It is a planning tool used by the Authority to help better align and prioritize future projects.
DISCUSSION:
The plan is a collection of transit investment needs and opportunities. The projects listed are identified by agency staff (Plan Owners) whom have responsibilities for need identification, need management and infrastructure delivery.
The intent for the 10YCP is that it captures Plan Owner understanding of ideal transit investment levels. Plan Owners are the individuals within UTA with the responsibility and expertise to manage transit investment needs. Each new version of the 10YCP may change significantly based on Plan Owner determinations, and process evolutions to support the next fiscally constrained 5YCP that will inform annual budget authorizations.
All content is subject to further prioritization as part of 5YCP and 10YCP processes. This approval and adoption does not allocate any funds or authorize any expenditures, but does inform the planning process.
Beyond this version of the plan, focus will shift to the 2026-2035 version of the plan with initial efforts on:
• timespan extension (2026-2035)
• matching upcoming 5YCP (2025-2029)
• inter-year prioritization (2026, 2030)
This plan was presented to the Board of Trustees’ November 13, 2024 meeting for discussion, and will be presented at this meeting for adoption.
ALTERNATIVES:
Changes, adjustments, corrections and refinements to the 10-Year Capital Plan may all be considered. Staff may recommend changes be implemented in future versions.
FISCAL IMPACT:
None. The 10YCP does not authorize any expenditures or allocate any funds.
