RECOMMENDATION:
Approve the Funding Agreement Regarding 200 South Transit Corridor Construction Project and authorize UTA’s Executive Director to execute the agreement and associated disbursements with Salt Lake City Corporation in the amount of $1,314,900

BACKGROUND:
As part of a 2018 voter-approved Funding Our Future street reconstruction bond, Salt Lake City (SLC) is reconstructing 200 South. 200 South is Utah’s busiest transit street, used by 9 UTA bus routes and about 40 buses per hour. The 200 South reconstruction project design considers the variety of needs of a functional downtown, urban core and will rebuild 200 south to improve mobility and safety for all users. Improvements include:
• Transit priority lanes
• In-lane bus stops with floating bus boarding platforms
• Buffered bike lanes channelized behind bus islands with intersection safety upgrades
• Sidewalk and curb ramp repairs to meet ADA standards
• Midblock crossings with curb extensions and/or refuge islands and flashing crosswalk lights
• Curbside parking and loading zones
• New landscaping trees (100+) and repairs to existing plantings
As a result, getting around will be easier and more comfortable through increased safety for pedestrians and bicyclists, more efficient and convenient transit, and a more welcoming corridor with complete street design elements.

DISCUSSION:
UTA has partnered with SLC in the planning and design of the Project to incorporate transit amenities to bus boarding platforms such as shelters, benches, garbage receptacles, safety railings, lighting, and real time digital signage information systems. These amenities require the installation of underground conduit and junction boxes for electric power and fiber optic communications for the bus boarding platforms. This funding agreement is a cost-effective solution to install the conduit and junction boxes by SLC’s contractor as part of the Project.
Other UTA estimated expenses beyond this agreement are as follows:
• Transit amenities including shelters, digital signage, poles, signage, benches, railings, trash cans; $1,849,726.
• Design and installation of fiber and electrical systems: $1,000,000
• Ongoing annual maintenance expenses: $63,000
UTA and SLC staff will provide an overview and discuss the Project with the UTA Board of Trustees.

ALTERNATIVES:
If UTA were to pursue the installation of underground conduit and junction boxes for the transit amenities, it would necessitate the procurement of new designers and contractors. Economies of scale would not be achieved, and such costs would likely be higher for UTA.
