RECOMMENDATION:
Approve task order #026 (5300 S. and 5400 S. Signal Design) to the on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute the task order and associated disbursements in the amount of $339,007.

BACKGROUND:
In November 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on systems engineering and maintenance support. Rocky Mountain Systems Services was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with RMSS on February 24, 2021. This contract is for three years with two, one-year options.
Typical task orders under this contract include:
• Subject matter experts to support UTA rail systems and MOW systems departments.
• Train Control System upgrades, repairs, analysis, and training.
• Stray Current monitoring and analysis.
• OCS/TPSS repair, maintenance, and training.
• Traffic Signal inspections, connections, repairs, and coordination.

DISCUSSION:
UTA Staff is requesting approval of task order #026 with RMSS. This task order is to
convert two existing non-powered, electric lock crossovers into two independent, signalized, powered interlockings with remote controls and indications to the back office. The two locations to be converted are:
1. 5300 South Crossover - 2 Switches - TRAX Mainline - Murray
2. 5400 South Crossover - 2 Switches - TRAX Mainline - Murray.
This task order is for the signal design portion of this project. The train control material procurement and train control construction portions of this project will be executed under separate task orders. The procurement and construction of the actual trackwork for this project will be executed under a separate contract.

ALTERNATIVES:
The do-nothing alternative would prevent this SGR improvement from occurring, limiting UTA’s ability to keep the system in a state of good repair.

FISCAL IMPACT:
This budget is included in the 2022 Capital Program.
