RECOMMENDATION:                                                                                                                       

Approve and authorize Executive Director to execute the amended contract and associated distributions with Wasatch Front Regional Council (WFRC) in the amount of $955,088 for WFRC Fiscal Years 2025, 2026, and 2027.                      

BACKGROUND:                                                                                                                                 

The Transportation and Land Use Connection (TLC) program is a partnership between the Wasatch Front Regional Council (WFRC), Salt Lake County, Utah Department of Transportation (UDOT), and Utah Transit Authority (UTA). The TLC program provides technical assistance to local communities to help them achieve their transportation and land use goals and plan for growth. UTA and WFRC entered into the original agreement in 2017 and the Board of Trustees approved a three year extension of the agreement on June 9, 2021.

DISCUSSION:                                                                                                                                      

The program helps communities implement changes to the built environment that reduce traffic on roads and enable more people to easily walk, bike, and use transit. This approach is consistent with the Wasatch Choice Vision and helps residents living throughout the region enjoy a high quality of life through enhanced mobility, better air quality, and improved economic opportunities. Projects are evaluated and selected based on criteria that will:

                     Maximize the value of investment in public infrastructure.

                     Enhance access to opportunity.

                     Increase travel options to optimize mobility.

                     Create communities with opportunities to live, work, and play.

UTA is committed to continuing our partnership with WFRC to support our stakeholders with land use planning through the TLC program.  If the contract is not approved the agency will look for other ways to support the TLC program.
