RECOMMENDATION:
Approve and authorize the Executive Director to execute the Education Pass Agreement with the Salt Lake School District, the Salt Lake Education Foundation and Salt Lake City Corporation.
BACKGROUND:
Since 2022, the Salt Lake City School District, Salt Lake Education Foundation, and Salt Lake City Corporation have partnered with UTA to provide transit access for designated District participants, including students, faculty, staff, and student guardians.
Under the agreement, the partner organizations collectively fund a transit pass program that provides eligible participants with unlimited access to UTA services. The program has delivered significant transportation, accessibility, and affordability benefits to the Salt Lake City School District community.
DISCUSSION:
UTA staff recommends approving a new Education Pass Agreement for the 2026-2027 school year, through July 31, 2027.
Under the Education Pass Agreement, Salt Lake City School District (Primary Sponsor), Salt Lake City Education Foundation (Secondary Sponsor), and Salt Lake City Corporation (Secondary Sponsor) will provide a transit pass to each eligible student, faculty member, and staff member, as well as one additional pass per student household for use by a student’s parent or guardian. The maximum number of authorized users under the agreement will be 50,000.
The value of the Education Pass Agreement for the 2026-2027 school year is $544,913. The value was determined using UTA’s standard pricing methodology, which considers the number of authorized users, estimated usage, and the types of services expected to be utilized.
The funding responsibility will be as follows:
Salt Lake City School District: $216,265
Salt Lake City Education Foundation: $94,000
Salt Lake City Corporation: $234,648
