RECOMMENDATION:
Approve change order #008 (OCS Overlap Conversion) to the TPSS Rehabilitation Contract with C3M Power Systems LLC and authorize the Executive Director to execute the change order and associated disbursements in the amount of $319,092.

BACKGROUND:
UTA has an existing contract with C3M Power Systems LLC to design and rehabilitate its Traction Power Substations. This contract was approved by the Board of Trustees and awarded to C3M on June 23, 2021. The substantial completion date for this contract is April 8, 2025.

DISCUSSION:
UTA Staff is requesting approval of Change Order #008 with C3M.
The goal of the TPSS rehab project is to replace aging infrastructure of our traction power system, modernize our hardware, and improve the overall safety and reliability of our traction power system. UTA has identified OCS overlap areas that are at a high risk for OCS burn throughs that will affect the overall safety and reliability of the traction power system. These three areas include 50 North 400 West, Green Line, 9400 South, Blue Line,E4 TPSS Mario Capecchi Dr, Red Line.
The three locations need to be converted from insulated overlaps to uninsulated overlaps to prevent the risk of OCS and vehicle damage due to a difference of potential in the OCS lines. Fixing this issue will help gain a safer and more reliable traction power system as we upgrade the surrounding infrastructure as part of the TPSS rehab project.

ALTERNATIVES:
Not replacing the aging traction power infrastructure would leave unnecessary risk for UTA for future OCS issues in these areas, potentially causing significant delays on light rail and property damage.

FISCAL IMPACT:
Costs for this project are included in the 2022 Capital Budget.
