RECOMMENDATION:
Approve Resolution AR2024-05-02 to approve the Midvale Center & Fort Union Station Area Plan and recommend adoption by the Authority’s Board of Trustees

BACKGROUND:
In 2022, HB462 legislation mandates all cities with a fixed-guideway public transit station (rail or BRT) to develop and certify a Station Area Plan. Station Area Plans are intended to promote shared objectives of 1) increasing housing availability and affordability, 2) enhancing access to opportunities, 3) promoting sustainable environmental conditions, and 4) increasing transportation choices and connections. Supported by UTA, Station Area Plans are led by municipal staff to ensure a shared vision, that City regulations allow for transit-supportive uses, and key steps are identified for Station Area Plan implementation. The Midvale Center & Fort Union Station Area Plan was formally adopted by Midvale City and certified by the Wasatch Front Regional Council (WFRC) in early 2024.
In addition to the station area plan requirements of HB462, Utah’s Public Transit District Act §17B-2a-808.2 outlines the duties of the Local Advisory Council. One of those duties requires the Council to review, approve and recommend final adoption by the Board of Trustees of any plan for transit- oriented development where a large public transit district is involved.

DISCUSSION:
Midvale City, in coordination with UTA and WFRC, initiated the Midvale Center & Fort Union Station Area Plan to provide focused direction for improvements to urban design, land use, economic development, and walking and biking facilities within a half-mile from the Midvale Center and Midvale Fort Union TRAX stations. Major goals outlined in the Station Area Plan include 1) creating quality housing options, 2) providing variable and viable development, 3) enhancing access to opportunities, 4) improving safety, connections, and access to transit stations, and 5) implementing collaborative and sustainable urban design.

ALTERNATIVES:
Amendments to the Station Area Plan may be recommended to Midvale City. Refinements specific to UTA’s property may be addressed in future UTA Master Development Plans or Agreements. Any changes to the Station Area Plan will require City approval.

FISCAL IMPACT:
The proposed Midvale Center & Fort Union Station Area Plan will better position UTA and Midvale City to coordinate redevelopment of the station area. This aligned coordination will promote future transit-oriented development in an efficient and fiscally responsible manner. UTA-involved TODs may increase revenue from development and farebox proceeds.
