RECOMMENDATION:                                                                                                                       

Approve the change order and authorize the Executive Director to execute the change order and associated disbursements with Mott MacDonald, LLC to increase the not to exceed amount of contract no. 21-03429 by $750,000 per year going forward, bringing the base contract NTE value to $3,300,000 and the total contract NTE value including option years to $6,000,000.                      

BACKGROUND:                                                                                                                                 

On July 14th 2021, the Board of Trustees approved a contract for vehicle procurement consultant services.  The intent of this contract is to support the Light Rail and Commuter Rail overhaul programs including project management and engineering services and to provide support for the various plans UTA is required to submit, such as the vehicle fleet management plans, zero emission plans, and fleet replacement plans.  The consultant also provides technical support for Fleet Engineering, Vehicle Maintenance, Grants, and other Capital projects.  The contract has a 3-year base period with two additional one-year options to be exercised at UTA’s discretion.

 

Currently, the not to exceed limit of the contract is $600,000 per year.  The current 3-year contract value is $1,800,000.

DISCUSSION:                                                                                                                                      

UTA has the potential of moving forward on procuring light rail and commuter rail vehicles beginning in 2023.  These projects need additional consultant support, which includes electrical/structural/mechanical/rolling stock engineers, project management, and commissioning staff.

 

This request is to raise the not to exceed limits of the current contract by $750,000 per year, which amends the total to $1,350,000 per year for contract years 2 and 3.   The total amount for the base period will now be $3,300,000. The grand total not to exceed over five years would be $6,000,000 if both option years were exercised.  ($600,000 for year one and $1,350,000 for each of the remaining 4 years.)

 

If approved, this contract would be in place once the consultant staff is needed to support the rail projects.  The funding would not be spent until UTA had the need for the support outlined above.
