RECOMMENDATION:
Approve resolution R2026-04-03 authorizing the Executive Director to execute the Interlocal Cooperation Transportation Project Reimbursement Agreement (ILA) with Davis County to award UTA $6.0 million in Davis County 3rd Quarter Funds for the Davis-Salt Lake City Community Connector Project.

BACKGROUND:
The Project’s aim is to establish a corridor-based Bus Rapid Transit system utilizing existing roadways and without dedicated lanes to provide scheduled, public transit from the University of Utah Research Park in Salt Lake City to cities in Davis County including Bountiful, Centerville, and North Salt Lake and ending at the Farmington FrontRunner Station.
Davis County has selected the Davis-Salt Lake City Community Connector project to receive $6.0 million from Davis County 3rd Quarter Funds. The subject agreement:
• Authorizes the transfer of $6.0 million of funds from Davis County 3rd Quarter Funds to UTA
• Requires the provided funds to be used exclusively for the Davis-Salt Lake City Community Connector project
• Allows UTA, no more frequently than quarterly, to request reimbursements from Davis County for authorized costs paid by UTA for the project.

DISCUSSION:
UTA submitted a Davis County 3rd Quarter Funding Application on July 31, 2025, requesting funding for the Project. On October 28, 2025, the Davis County Legislative Body approved the request and awarded $6.0 million to the Project. Receipt of the award requires a local match amount of $1.2 million.
The Match funds and the overall funding for the Project may be drawn from the following anticipated sources. Sources available to satisfy the required match amount are marked as “For Match” (years reflect when the source funding is programmed):

The specified Match funds are in various states from paid, signed and approved, transmitted in TrAMS, in progress in TrAMS, to drafted in the 2025-26 transfer letter with Wasatch Front Regional Council.

ALTERNATIVES:
UTA could negotiate revisions to the Agreement with Davis County that are deemed prudent.

FISCAL IMPACT:
This $6.0 million award from Davis County requires a local match of $1.2 million. Match funds have been committed to UTA through several sources listed above. The approved 2026 budget for Davis-Salt Lake City Community Connector is $5.0 million. UTA’s 5-year Capital Plan (2026-2030) includes funding for the Project in the amount of $33.0 million in MSP202 - Davis-Salt Lake City Community Connector (FTA Small Starts funding is not included in the 5 Year Capital Plan because it is not yet awarded).
Once the project is complete, UTA will incur operational expenses to run and maintain the Davis-Salt Lake City Community Connector service.
