RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to extend the terms of the Trolley Bus Service Agreement with Ogden City Corporation through UTA 2028 Spring Change Day.                     

BACKGROUND:                                                                                                                                 

Since 2020, the City of Ogden (City) and the Utah Transit Authority (UTA) have partnered through a bus service agreement to provide the Ogden Trolley (Route 601), connecting the Ogden FrontRunner Station with Downtown Ogden. Under this agreement, the City funded 25% of the service's operating costs, and UTA offered the service with zero fare to customers.

In 2024, UTA and the City entered into a new agreement (24-F0381, approved by the Board of Trustees on March 27, 2024) that extended the zero-fare operations of Route 601 from January 1 through December 31, 2024.

In 2025, UTA and the City executed Amendment No. 1 to the new agreement (24-F0381-2, approved by the Board of Trustees on May 28, 2025) extending the termination date and providing funding for the service through April 14, 2026. Note: Due to an internal numbering error, Amendment No. 1 was numbered 24-F0381-2. No Amendment No. 24-F0381-1 exists.

Additionally, UTA’s 2025-2029 Five-Year Service Plan (5YSP) planned for the discontinuation of the Ogden Trolley in April 2026. The 5YSP was amended by the Board of Trustees on October 8, 2025, postponing the discontinuation of the Ogden Trolley until defined and approved in the 2027-2031 5YSP.
