Approve Amendment No. 3 to Service Order No. 1 and authorize UTA’s Executive Director to execute the amendment and associated disbursements with River North Transit, LLC (Via) in the not to exceed amount of $4,750,000.                                          

BACKGROUND:                                                                                                                                 

On December 13, 2021, in partnership with Salt Lake City (SLC), UTA’s Innovative Mobility Solutions department launched the second UTA On Demand microtransit zone across SLC’s Westside communities. The UTA On Demand - SLC Westside service area is approximately 15 square miles - providing microtransit service to the Rose Park, Fairpark, Poplar Grove, and Glendale neighborhoods. In alignment with the SLC Transit Master Plan, the microtransit zone is sponsored and funded by SLC through a Microtransit Cooperative Agreement (UTA Contract 21-P00119). The UTA On Demand - SLC Westside zone provides corner-to-corner service, and door-to-door accommodations for eligible passengers. Service is available seven days a week, Monday - Saturday from 4:00 am - 12:15 am and Sunday from 6:00 am - 9:00 pm.

UTA has contracted with River North Transit, LLC (Via) through a Master Services Agreement (MSA) which was approved by the Board of Trustees on August 25, 2021 and executed in September 2021 to expand microtransit services and programs (UTA Contract 20-03399). Service Order No. 1 of the MSA (UTA Contract 20-03399-1), which was approved by the board on October 13, 2021, defines a Transportation-as-a-Service solution for the UTA On Demand - SLC Westside service. Via provides the day-to-day operations including technology-enabled service integration, customer service, drivers, vehicles, vehicle cleaning and maintenance based on identified service parameters. Service Order No. 1 also defined a 12-month Not-to-Exceed contract amount effective December 13, 2021 through December 12, 2022.

Amendment No. 1 to Service Order No. 1 was executed on November 30, 2021 to add Wheelchair Accessibility for a cost of $45,000 ($15,000 each for 3 vehicles).

Amendment No. 2 to Service Order No. 1 was executed on September 16, 2022 to add bike racks for a cost of $6,320. 34 for 8 hitches and racks.

DISCUSSION:                                                                                                                                      

This contract amendment is a renewal of the UTA On Demand SLC Westside service. The service is supported by UTA’s Five-Year Service Plan and is included in the 2023 Innovative Mobility Solutions budget. The contract amendment is an 18-month agreement which defines funding and operating parameters for the SLC Westside service with Not-to-Exceed (NTE) annual expenses defined for each year, which are dependent on additional funding from SLC. NTE amounts are not guaranteed spending amounts and include flexibility to expand the fleet, increase service hours, and market and promote the service as determined by UTA. 

Staff will provide an update to the UTA Board of Trustees regarding service performance since December 2021. Discussion topics will include the following:

                     Overview of service performance including ridership, key performance indicators, customer experience, and travel patterns

                     Successes and challenges with the service

                     2023 operating plans

                     Contractual and service funding amounts

2023 Innovative Mobility Service Budget in UTA’s Operating Budget

 

 

ALTERNATIVES:                                                                                                                                    

UTA has partnered with SLC to deploy the UTA On Demand SLC Westside service which includes a Microtransit Cooperative Agreement (MCA). UTA and SLC are amending the MCA to fund the service for the 2023 calendar year. The service is also in alignment with UTA’s Five-Year Service Plan and SLC’s Transit Master Plan. If UTA were to determine not to support this service in the future, UTA and SLC will collaborate to develop a transition plan and updates to the Five-Year Service Plan to support any associated changes.

FISCAL IMPACT:                                                                                                                                

Contractual Not-to-Exceed Amounts:

                     December 1, 2022 - December 31, 2023: $1,800,000

                     December 1, 2022 - December 31, 2023: Increase to $3,000,000 at UTA’s sole discretion and contingent upon receipt of additional funds from Salt Lake City

                     January 1, 2024 - June 30, 2024: $1,750,000 contingent upon receipt of additional funds from Salt Lake City

                     Total Not-to-Exceed Amount: $4,750,000
