RECOMMENDATION:
Informational report for discussion

BACKGROUND:
Utah’s Public Transit District Act requires all contracts valued at $250,000 or greater be approved by the UTA Board of Trustees. This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects. Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:
• Capital Vehicle Consulting Contract
The Capital Vehicles Department seeks to engage a qualified consulting firm to provide professional advisory and support services to the Capital Vehicles Team. The selected consultant will assist in ongoing vehicle management and state of good repair initiatives, as well as support upcoming and future vehicle procurements by providing specialized engineering and project management expertise. To meet these needs, UTA intends to solicit statements of qualifications from external vendors with demonstrated experience in these service areas.
This procurement will be conducted as a Request for Qualifications (RFQu), with contract award made to the most qualified firm. The anticipated contract term consists of a three (3)-year base period with two (2) one-year renewal options. Funding for this project is supported through multiple vehicle capital funding codes. • North Temple Escalator Design
The Capital Design and Construction Department seeks to procure the services of a qualified consulting firm to provide professional design, engineering, and advisory support for the North Temple Escalator Replacement project (FMA701). The selected firm will be responsible for delivering comprehensive design and engineering services, including preparation of construction documents, permitting support, and design-phase services during construction.
This procurement will be conducted through a Request for Proposals (RFP) process, in which proposals will be evaluated and scored based on technical qualifications and price. The contract term is anticipated to conclude by the end of 2026. Funding for this project is included in the approved 2026 Capital Budget under Project FMA701 (Req. 16669 | Project Manager: David Osborn)
• North Temple Escalator Construction
The Capital Design and Construction Department seeks to procure the services of a qualified construction firm operating under a Construction Manager/General Contractor (CM/GC) delivery method for the North Temple Escalator Construction project. The selected firm will provide preconstruction and construction services, including review of constructability, development of safety and phasing plans, and coordination of construction activities within an active transit platform environment.
This procurement will be conducted through a Request for Proposals (RFP) process. The anticipated contract term will extend through the end of 2027. Funding for this project is included in the approved 2026 Capital Budget under Project FMA701(Req. 16671 | Project Manager: David Osborn)
