BACKGROUND:
UTA offers a variety of transit pass programs through contractual partnerships with schools, employers, non-profits, event organizers, and other organizations across the Wasatch Front. These programs provide affordable, convenient, and scalable access to public transportation for targeted user groups, helping to reduce barriers to transit use, expand mobility options, and support regional transportation objectives.
UTA's fare contracts and transit pass programs support the agency's goals of growing and increasing ridership while maintaining sound financial stewardship. Through structured governance framework, UTA develops fare solutions that foster long-term partnerships, encourage transit use, and ensure accountability to the public and its stakeholders.

DISCUSSION:
The administration of fare pass programs involves a variety of operational activities, including contract negotiation, program implementation, and ongoing account management. These activities require coordination across multiple stakeholders and external partners to ensure compliance with program requirements and for effective access to UTA transit services. Accordingly, the administrative load associated with managing fare pass agreements is an important consideration in the overall governance of these programs.
UTA staff seeks to review the role of Commission approval within the fare pass contract execution process to ensure the agency can effectively serve customers while maintaining appropriate oversight. Although the current process enhances transparency, governance, and visibility into partnership agreements, it may also increase administrative complexity and extend contract execution timelines.
As fare pass programs continue to evolve, staff proposes the Commission consider modifications to the approval process that would preserve accountability while improving efficiency and responsiveness to customers and partner organizations.
