BACKGROUND:                                                                                                                                 

Utah’s Public Transit District Act requires all contracts valued at $250,000 or greater be approved by the UTA Board of Trustees. This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects. Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:                                                                                                                                      

                     On-Site Health and Wellness Clinic
The Total Rewards Department is seeking to contract with a qualified provider to deliver comprehensive health and wellness services to UTA employees through onsite clinics and will also include additional funding for mental health services to support employees impacted by critical incidents.

The onsite clinic will provide employees with convenient access to healthcare services while helping to reduce claim utilization and overall costs to UTA’s medical benefit plans.

This procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price.  The base term for this contract will be three (3) years, with two (2) optional one-year extensions. Funding for this contract has been included in the approved Wellness Budget. (Req 15745, PM Ann Green-Barton).

 

                     Pension Actuarial Services

The Total Rewards Department is seeking to contract with a qualified firm to provide actuarial services for UTA’s pension plan. The current contract, held with Milliman Actuary (18-2578 Approved by the Board of Trustees on January 17, 2018), is scheduled to expire in December 2025. 

Engaging an experienced actuarial firm is essential to ensuring the long-term stability and compliance of UTA’s pension plan. Actuaries provide critical expertise in forecasting plan liabilities, assessing funding requirements, evaluating risk, and supporting regulatory reporting. These services help UTA maintain the financial health of the pension plan, ensure fiduciary responsibility, and provide transparency to stakeholders. 

The base contract term is three (3) years, with two (2) additional one-year option periods. This procurement will be conducted as an RFP and funding for this procurement has been included in the approved Pension Fund. (Req 15759, PMs, Ann Green-Barton, JD Tazoi)

                     Final Bus Stop/End of Line Design Services for Davis-SLC Connector

This procurement is to contract with a firm to provide final design and construction documents for bus stop and end-of-line facilities, along with associated improvements, as part of the Davis–Salt Lake City Community Connector Project.

The selected firm will be responsible for delivering design documents that meet UTA standards, regulatory requirements, and industry best practices to support construction and long-term operational needs.

This solicitation will be conducted as a Request for Qualifications (RFQu), with contract award made to the most qualified proposer. The contract term will extend through December 2028.

Funding for this project has been included in the approved 2025 Capital Budget and is included in the Five-Year Capital Plan. (15812, PM-Andrea Pullos)

 

                     Meadowbrook Bus Chargers

This procurement seeks to contract with a qualified Design-Build contractor to provide the design, construction, and installation of five (5) four-unit bus depot chargers at UTA’s Meadowbrook facility.

The selected contractor will be responsible for delivering a complete, operational charging system that meets UTA standards, safety requirements, and long-term operational needs. 

This procurement will be conducted as an RFP, and the term of the contract will go through the end of 2026.  Funding for this project has been authorized under the Capital Development/Services program in the approved 2025 Capital Budget and is included in the Five-Year Capital Plan.
