RECOMMENDATION:                                                                                                                       

Approve task order #022 (Fiberoptic Infrastructure - Materials) to the on-call systems maintenance contract with Rocky Mountain Systems Services (RMSS) and authorize the Executive Director to execute the task order and associated disbursements in the amount of $534,438.                     

BACKGROUND:                                                                                                                                 

In November 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on systems engineering and maintenance support. Rocky Mountain Systems Services was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with RMSS on February 24, 2021. This contract is for three years with two, one-year options.

Typical task orders under this contract include:

•    Subject matter experts to support UTA rail systems and MOW systems departments.

•    Train Control System upgrades, repairs, analysis, and training

•    Stray Current monitoring and analysis

•    OCS/TPSS repair, maintenance, and training

•    Traffic Signal inspections, connections, repairs, and coordination

DISCUSSION:                                                                                                                                      

UTA Staff is requesting approval of task order #022 with RMSS. This task order is for the procurement of all necessary fiber optic cables to complete the work at two, separate projects:

1. UTA’s train control system, traction power systems, and IT network on the Trax Blue line (Sandy Civic Center Station to I-Hub Station) and the University Red line (Main St./400 South to Medical Center Station/E5 TPSS). Quantities shall also accommodate fiber optic runs back to Jordan River Rail Service Center, Frontlines Headquarters, Meadowbrook Maintenance Facility, as necessary. 

2. UTA’s positive train control, Wi-Fi network, and IT network to accommodate an upcoming FrontRunner Shepard Lane project which will require UTA to relocate the fiber optic bank between the Farmington station to Kaysville.

Trax: UTA train control and traction power systems 144 SMF cable and IT network 144 SMF cable FrontRunner: UTA positive train control 24 SMF cable, IT network 144 SMF cable, and WI-FI 24 SMF cable
