Approve Resolution R2022-03-04 and the April 2022 Change Day Title VI Service Equity Analysis                      

BACKGROUND:                                                                                                                                 

UTA has proposed one major change during April change day. Major changes, as defined by the authority, require public engagement and an equity analysis be performed. The proposed change is to extend the route 834 to provide service to and from the Vineyard FrontRunner station. A public input process took place from January 11 through February 10 to collect feedback on the proposed changes.

The analysis was performed in accordance with the Federal Transit Administration’s (FTA) Circular 4702.1B, which outlines the Title VI requirements and guidelines for recipients of FTA funds. Title VI equity analyses are conducted to examine whether proposed changes to service negatively impact minority or low-income populations in a disproportionate way. The circular also requires any equity analysis be approved by UTA’s governing entity.

DISCUSSION:                                                                                                                                      

Staff will review the proposed changes and service planning process for Change Day. The Community Engagement Department will provide a summary of public engagement activities that were implemented, including an online engagement period and virtual public hearing. Staff will also review and summarize the public input and major themes received during the public comment period for April Change Day.

The conclusion of the Title VI Equity Analysis was that there were no Title VI findings. The proposed addition would benefit low-income populations and provide new service in an area without any.

ALTERNATIVES:                                                                                                                                    

Not approve Title VI Service Equity Analysis, recommend revisions, and bring resolution to approve in next meeting.
