BACKGROUND:
UTA currently has Service Design Guidelines which establish a framework for service planning, including service levels, modes and tiers of service, route design, propensity of ridership index, and bus stop and rail station placement and spacing.

DISCUSSION:
Service planning is updating the current Service Design Guidelines to become standards - a UTA agency standard operating procedure (SOP). One of the goals of moving from guidelines to standards is to provide a tool for service planning to give definitive and objective answers to service changes while implementing the Five-Year Service Plan. In addition, the Service Design Standards will be one of the pillars of the Sustainable Service Design Standards. The Sustainable Design Standards are being created to improve the work of operators and create an environment in which service delivery is scalable and sustainable. Planning staff will be presenting an overview of the proposed standards.
