RECOMMENDATION:
Approve the funding agreement with Perry City for the Historic Orchard Pathway Connection Project (UTA Contract #23-P00278).

BACKGROUND:
The Brigham City Transit Corridor Study was completed in 2007. The study examined options for a transit link between Ogden and Brigham. The report concluded that commuter rail was the best mode to connect the two communities. Just after the corridor study was completed, Box Elder County passed 2nd quarter sales tax to support the development of the extension of commuter rail to Box Elder County. The Regional Transportation Plan identifies the need to preserve right of way for this future project. For the past five years, UTA has been working to advance corridor preservation efforts. In 2020, the tax was expanded to also support active transportation projects as part of S.B. 150.
On September 20, 2022, the County Commissioners of Box Elder County unanimously approved Resolution 22-09 regarding Perry City’s funding request to use 2nd quarter sales to partially pay for the design, construction and improvement of the Historic Orchard Pathway Connection. The project will connect the Historic Orchard Pathway Trail to a future UTA station at approximately 1100 South.

DISCUSSION:
Perry City is requesting $250,000 from the 2nd quarter sales tax to support the Historic Orchard Pathway Connection project. UTA finds that the project is an appropriate transit-supportive use of the 2nd Quarter and will promote greater mobility and access to transportation for the residents of the community.

ALTERNATIVES:
None, the proposed project fits within the terms of the legislation and therefore is eligible for funding.

FISCAL IMPACT:
$250,000 from Box Elder’s 2nd quarter sales tax revenues, which will be paid through MSP140, Box Elder Corridor Preservation funds.
