RECOMMENDATION:
Recommend the Board adopt resolution R2022-03-10 modifying the Authority’s organizational structure and approve the supporting Technical Budget Adjustment.

BACKGROUND:
The Board of Trustees established an organizational structure in November of 2020. The Executive Director is recommending a structure adjustment to increase the effective administration of the Authority.

DISCUSSION:
It is recommended UTA modify the organizational structure to add a Chief Communications Officer to the executive team. This position will provide key strategic focus on the agency’s communications plans, both internally and externally. Creation of this position elevates the function to an executive level which will ensure a more strategic connection between the agency’s communications, public relations, and marketing functions and the broad work of the agency.
This request includes an addition of one FTE and a Technical Budget Adjustment moving $210,000 from the Operating Budget Contingency.

ALTERNATIVES:
Continue under the current organizational structure.

FISCAL IMPACT:
This organizational structure change will be accomplished by adding one FTE and processing a Technical Budget Adjustment that moves $210,000 in budget authority from the Operating Budget Contingency to UTA Administration.
This technical budget adjustment will not increase the 2022 Operating Budget and will not impact Operating Fund balances.
