RECOMMENDATION:
Approve Resolution R2024-05-03 reauthorizing the existing TASP and authorizing the Authority’s Executive Director as the Accountable Executive to execute and deliver the TASP on behalf of the Authority.

BACKGROUND:
The Federal Transit Administration (FTA) under rule 49 CFR Part 673 requires Rail Transit Agencies (RTA’s) to have a compliant TASP.
Currently at UTA the TASP covers all modes and business units. This resolution reauthorizes the TASP indefinitely until it is superseded by an amended one.

DISCUSSION:
General requirements for the TASP include:
1. An approval by the agency’s Accountable Executive and Board of Directors (or an equivalent authority);
2. The designation of a Chief Safety Officer;
3. The documented processes of the agency’s Safety Management Systems (SMS), including the agency’s Safety Management Policy and processes for Safety Risk Management, Safety Assurance, and Safety Promotion;
4. An employee reporting program;
5. Performance targets based on the safety performance measures established in FTA’s National Public Transportation Safety Plan (NSP);
6. Criteria to address all applicable requirements and standards set forth in FTA’s Public Transportation Safety Program and the NSP; and
7. A process and timeline for conducting an annual review and update of the safety plan.

ALTERNATIVES:
Reauthorization of the TASP is a key element to receiving funding from the FTA. The current TASP meets the Authority’s needs and fulfills the TASP requirement from the FTA.

FISCAL IMPACT:
Compliance with the rule of recipients of finance assistance under the FTA’s 5307 requirements.
