RECOMMENDATION:
Approve task order #22-038 (Fiberoptic Construction) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute contract and associated disbursements in the amount of $3,243,374.

BACKGROUND:
In November 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on systems engineering and maintenance support. Rocky Mountain Systems Services was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with RMSS on February 24, 2021. This contract is for three years with two, one-year options.
Typical task orders under this contract include:
• Subject matter experts to support UTA rail systems and MOW systems departments.
• Train Control System upgrades, repairs, analysis, and training
• Stray Current monitoring and analysis
• OCS/TPSS repair, maintenance, and training
• Traffic Signal inspections, connections, repairs, and coordination

DISCUSSION:
UTA Staff is requesting approval of task order 22-038 with RMSS. This task order is for the construction of a fiber optic backbone on two TRAX communication systems: UTA’s train control system, traction power systems, and IT network on the TRAX Blue line (Sandy Civic Center Station to I-Hub Station) and the University Red line (Main Street/400 South to Medical Center Station/E5 TPSS). Construction shall also accommodate fiber optic runs back to Jordan River Rail Service Center, Frontlines Headquarters, Meadowbrook Maintenance Facility, as necessary.
RMSS is also responsible for relocating the fiber optic bank between the Farmington station to Kaysville to accommodate the upcoming FrontRunner Shepard Lane project.
Key Deliverables:
• Install and connect 144 SMF cable for the signal, IT, and traction power substation networks
• Install and connect ethernet switches
• Terminate and/or splice existing fiber
• Integrate with Track Driver eXtra Version 3 software
• Network testing

ALTERNATIVES:
Disapprove task order. TRAX will continue to operate with fiberoptic material that is nearing end-of-life (20 years), and riders will experience reduced reliability and an increase in outages.

FISCAL IMPACT:
This budget is included in the 2023 Capital Program.
