RECOMMENDATION:
Receive and review the proposed UTA Policy UTA.06.04 Non-Revenue Vehicle Fleet.

BACKGROUND:
The Non-Revenue Vehicle Fleet policy applies to Utah Transit Authority’s Non-Revenue Vehicles (NRVs). This policy outlines requirements for authorized users, replacement and expansion guidelines, funding, maintenance, and guidance on disposal and reallocation.

DISCUSSION:
The significance of UTA.06.04 Non-Revenue Vehicle Fleet Policy:
• In 2022, Internal Audit conducted a performance audit of the Non-Revenue Support Fleet and recommended that policies and procedures be established to define fleet management requirements and grant authority to the Non-Revenue Manager to oversee and enforce fleet standards.
• UTA’s Non-Revenue Support Fleet includes a diverse group of vehicles and equipment used across multiple facilities, including both assigned and pool vehicles. Establishing a formal policy provides the framework and authority needed to ensure consistent fleet management practices, support oversight responsibilities, and address misuse or operational issues when they arise.
ALTERNATIVES:
If the fleet policy is not approved, the agency will continue to lack a formalized framework for fleet management. This may limit the ability to adequately enforce fleet practices and standards, resulting in inconsistencies in how fleet vehicles are managed and treated across departments and locations. Additionally, the 2022 Internal Audit finding regarding the absence of a formal fleet policy would remain unresolved

FISCAL IMPACT:
The adoption of this policy does not create any increase to the budget.
