RECOMMENDATION:
Approve and authorize the Executive Director to execute Change Order 2 and associated disbursements to contract 22-03591 with ASG Consulting to provide state and local external relations services in the amount of $60,000.
BACKGROUND:
ASG Consulting, LLC was selected through a competitive procurement in 2022 to provide state and local external relations services. The original agreement provided for services from 7/5/2022-7/4/2025, and Change Order 1 executed in December 2024 extended the term of the agreement through 10/1/2025. UTA’s procurement policies allow the contract to be extended for up to two additional years.
DISCUSSION:
The Authority utilizes lobbyists to advance UTA’s priorities with government officials. Lobbyists play an important role as partners with UTA to educate officials about concerns, assist with legislation, secure appropriations, schedule meetings, and inform UTA on important government affairs issues. ASG Consulting has provided valuable support and representation of UTA’s priorities through the 2023, 2024, and 2025 legislative sessions. Change Order 2 will authorize additional work to support UTA’s government relations strategies through the 2026 Legislative and Interim Sessions.
The contract may be extended for one additional year should the parties choose to execute that for 2027.

ALTERNATIVES:
The Authority could choose to forego the allowed contract extension with this vendor and initiate a new procurement and request for proposal. This would delay the strategies planned for this fall to prepare for the 2026 Legislative Session.
FISCAL IMPACT:
The approved 2025 Operating Budget includes $420,897 for Government Relations Professional Services. All 2025 funds will come from this budget, and 2026 funding has been requested as follows:
• 2025 Change Order Total: $15,000
• 2026 Change Order Total: $45,000
Change Order Total: $60,000
